US Army Europe commander Lt. Gen. Ben Hodges announced on 17 March that the new role for the Army in Eastern Europe is to deter Russia. The decision to change strategy from assurance to deterrence was taken at the NATO Summit 2016 in Warsaw and was implemented from in 2017.

The US Army is reinforcing its measures by sending additional tanks, helicopters and providing logistical support and arranging joint exercises throughout this year. It is using heel-to-toe rotational deployments of armoured brigade combat teams and combat aviation brigades. The focus is on rapidly deploying equipment and troops in countries near the Russian border and to practice operating in critical situations should Russia initiate a military aggression towards one of the Baltic states in a similar scenario as in Ukraine. The largest shipment of equipment reached Europe in January. After 14 days from arriving to Bremerhaven, Germany, the unit was deployed to Poland in the combat mode. The Aviation Brigade arrived late February as part of the rotation of aviation brigades. The rotational units are part of the 30,000-strong Army force permanently stationed in Europe.
