On 10 May, Sweden informed about the decision to increase defence spending in next five years by 11 percent, mainly due to the threat from Russia.

Sweden wants to develop military cooperation with the United States, who is considered a key partner. Sweden is concerned by Russia's activities in the Black and Baltic Seas, as well as the overall development of the situation on the eastern border of NATO. Sweden believes that Russia is increasingly engaging in hybrid warfare while also increasing its military and intelligence activities to destabilise the European environment. In addition, the EU and NATO countries have agreed to open a joint centre for countering hybrid threats in Helsinki, and Sweden is one of the founding countries. Moreover, Sweden is currently reintroducing compulsory military service and appeals to local governments to strengthen civilian defence due to the threat from Russia.
