The President of European Council, Donald Tusk, announced on 21 March that EU leaders will meet on 29 April to set guidelines for Brexit negotiations as British government stated on 20 March that they will trigger the official exit procedure on 29 March.

According to Tusk, the European Council meeting is a necessary step before the negotiations. He noted that the process needs to be definite and clear for all the citizens, companies and member states that will be affected by Brexit. EU’s High Representative for Foreign Affairs, Federica Mogherini stated on 10 March that the EU will be a good negotiator and protect its citizens. On 10 March the EU agreed on establishing military headquarters and is planning to create a European defence research fund. Mogherini has previously noted that the European defence will be weaker without the UK but Brexit will significantly raise the need for a stronger European Union. Also, Brexit will eliminate one of the main opponents of a joint European defence unit.
