EU Defence Council proposes new budget, roadmap for PESCO projects

During the EU Defence Council meeting on 6 March, EU defence ministers discussed a roadmap on the implementation of PESCO projects as well as EU-NATO cooperation on security. Further, High Representative Federica Mogherini proposed the creation of a European peace initiative budget to fund European security initiative outside of the EU framework.

Despite recent concerns from the US, the Council stressed again the complementary nature of PESCO, especially in the area of military mobility where the EU is the only actor that can ensure comprehensive undistracted movement in the region. The European Defence Agency is expected to present an action plan for the effort in March. The PESCO secretariat will provide feedback for National Implementation Plans of participating member states for the projects by March. There are currently 17 adopted PESCO projects for training, pooling operational capabilities or bridging operational gaps of EU militaries. New PESCO projects will be identified, assessed and selected by October 2018 and adopted by the Council in November. A big question will remain whether Eastern European countries will become more involved and active in defence structure, as only Slovakia and Lithuania lead two projects from the region.
