According to the Balkan Insight, the websites of Montenegro's government, along with several other state institutions and some pro-government media, were attacked in a sophisticated and coordinated manner on 15-20 February.

The cyber campaign is considered to be politically motivated, with the possible aim to disrupt information sharing between the media and the public. Local cybersecurity authorities, in cooperation with their foreign counterparts, are currently conducting an investigation to the identify the perpetrators. The incident is considered more severe than the series of DDoS attacks during the parliamentary elections in October 2016. The attacks, which have been linked to the Russian federation, together with a rapid increase in cyber incidents in 2016 led to the adoption of new cyber security measures in the country.
