Think tank blames Mogherini for weakness on Russian disinformation

Czech think tank European Values criticised EU foreign affairs chief Federica Mogherini on 20 March for not taking Russian disinformation seriously and avoiding to name it as the main perpetrator of hostile disinformation in its open letter signed by several institutions, including this publication.

The think tank claimed that Russia's persistent disinformation campaign has been active in Europe for at least three years; however, the only EU response was the creation of the 11-man East StratCom Team within the European External Action Service (EEAS). While East StartCom's budget is little, Russia spends over €1 billion annually on its disinformation campaign to target a specific figure, political party or topic, especially German Chancellor Merkel and the conflict in Ukraine, to divide EU public opinion. Jakub Kalensky, a member of East StratCom, has said that majority of Spaniards believe that Russia is the victim of aggressive Western policies and 50% of the French believe that Kyiv started the war in the Eastern Ukraine. He also claimed it would be more effective to have hybrid threat centres in European capitals instead of relying on the Brussels task force. The Czech Republic remains the only country to launch such a force.
