On Wednesday 16 August, German Foreign Minister Sigmar Gabriel (SPD) called for the halting of both the nuclear and conventional arms race, based on a recommendation from the “Deep Cuts” Commission, which brings together disarmament experts.

According to them, the world is in a new phase of the Cold War and is repeating past mistakes. Increased defence spending is not only relevant to the Russian Federation and the United States but also EU Member States which are trying to meet their NATO commitments and spend at least 2% of their GDP on defence. The US is also strengthening its nuclear capabilities and anti-ballistic defense, not just as a result of the North Korean threat. The US, along with other NATO countries who are also massively modernizing their armed forces, is also worried about the upcoming giant joint Belarusian-Russian military maneuvers. According to Gabriel, it is therefore important to initiate disarmament and arms control talks as soon as possible. With this statement, the Minister also contrasted the competing CDU/CSU party of Chancellor Angela Merkel, who supports the rise of Germany's defence spending due to its commitment to NATO.
